How to Create a Command to Use F13 and Up

In another thread it was mentioned that keys F13 through something like F26 (not sure of top end) can be used in many applications, but without the keyboard we'd need to program VoiceAttack to be able to send this. How do we create something like F13 output? Do we use ANSI scan codes?

On the, 'Add a Key Press' screen, there's a small keyboard below the right-most key.  Click on that and choose F13-F24.
