single lines prohibiting Enable Disable

Current behavior is that if you have a large section selected, and there is a single line that is opposite enable or disabled, the option to enable or disable is grayed out.

It would be nice to grab a large block and enable or disable it all without trying to locate the outlier lines that are prohibiting this action.
