Thanks for the answer but where do I put that command in Voice Attack?
Good point. There are two ways to do this, both use the "Run an Application" action:
Run application 'cmd.exe' -with parameters '/c start netflix:'
or, you can follow
this guide, and rather than creating a shortcut, paste the parameters into the "with these parameters" textbox, E.G.
Run application 'exporer.exe' -with parameters 'shell:AppsFolder\Microsoft.WindowsReadingList_8wekyb3d8bbwe!Microsoft.WindowsReadingList'
You better hurry up and update to Windows 10
I have tried it, though not on my main machine. The UI is poor, the main focus is to perpetually sell and advertise to the customer(losing any semblance of privacy in the process), apps reinstall themselves, and you can't officially disable updates to prevent half-baked "fixes" from messing up a working system. Some of this can be worked around with great effort, but no thanks.
That said, I'll probably be forced to "upgrade" when I change hardware, but the free offer doesn't carry over anyways, so I'm anything but keen on taking it.
