1. buy by steam voiceattack to play with elitedangerous.
2. Install the Astra packages to play.
3. But when I start VA starts speaking in English without activating any command and speaks and speaks and does not stop talking.
4. it only stops when I close the VA application and it's annoying because it does not let me play,

VoiceAttack by itself doesn't "speak", so I'd assume it's the profile you've installed.

You're likely best off contacting HCS Voice Packs through their forum, as they'll know best how their profiles work.

3) appears to be a case of Voice Attack recognising what the sound file says as a valid command, and therefore.
5) If you have freshly downloaded the HCSVoicepack, then the most recent version of the profile should be version 1.11 and for the HCSplugin should be v2.12 Both of which should be in the voicepack download.
