[v1.7.0.4] TSS action speaks old text on command repeat

This is a variation of this bug, where a TTS action will still speak the previous text after modification; In this case it occurs if a command is executed using a "Repeat Command Phrases" phrase.

However, while the referenced bug occurred only with prefix/suffix commands, this also applies to regular commands.
