TTS Global Speed

Hi,

It would be nice to be able to define a global TTS speed in the profile options, and then be able to override this in the commande with an "override global speed" choice, and ajust with the current slider.

It would speed up profile creation process by avoiding to ajust every sentence speed in each command.

I went ahead and made the rate value persist so that when you set the rate, it will be that same value the next time you add a TTS action.  Wasn't very much to add before the full release, so this will be in the next beta release.

Thanks for catching that... it should have been that way from the start.
