When I try to install 1.5.12 Norton rejects it, removes it, and says WS.reputation.1 is why

Norton thinks the VoiceAttack installer either contains a virus or has been infected by a virus.  If you downloaded it from the VoiceAttack site, you should be fine as that would be a false positive (unless something else has infected it).  I would add an exception to Norton for the installer and then make sure you upload what you get to http://www.virustotal.com to check it out.
