Panels Plugin Source

I've been testing the panels plugin from https://forum.voiceattack.com/smf/index.php?topic=718.msg3528#msg3528 and it works great when I hit the url from a  browser or via jquery. It is giving me ECONNREFUSED when I try to hit it via an npm express app.

Is the source for this plugin available somewhere?
