If I put in, 'ATC', that works here.  I'm using a U.S. English speech engine, though.  You might want to try 'A T C' (note the spaces).

Something else to try is training the speech engine to recognize, 'ATC'.  I just searched this forum and found this thread with some quick instructions:  https://forum.voiceattack.com/smf/index.php?topic=2473


If that doesn't work, try speaking 'ATC' into your mic and let VA show you the unrecognized phrase.  You may need to go with that phrase.

On my machine, three-letter acronyms like ATC are recognized quite well without spaces, but for four-letter (or longer) acronyms there is a significant difference between spaces (which allows them to get recognized while speaking normally) and no spaces (which requires speaking unnaturally slow in order to get recognized), so adding spaces appears to be an effective method.
