Improper Shutdown can't select either option then closes

Getting an improper shutdown (don't recall ever improperly shutting down) and can't select either option.  Doesn't matter if I run as Administrator or not.

Event Viewer shows:

Looks like the origination of the fault is in clear.dll.  This will probably require you to repair the .net framework on your PC.  You may also try doing a system file scan to see if there is something easy to fix:
