Text to speech VS play sound

I want to understand the difference between the command "say" with Text to speech and "Play sound".

Yes, "say" is easy to write and modify directly in the VA command instead of "Play Sound" that need another program to create the file.
"play sound" can have a lot of more usefull thing that "say" can't do.

But what about the speed.
Is "say" responding more quickly? I can't find a large gap as our computer are faster today.

If anyone have an idea about this question, thank's a lot.
