Check to see if a program is already running?

Right now my solution is to try to close everything down and then restarts them all back up, but for my programs that watch stream chat, i lose history if it closes down.

I am looking for a way to streamline this so it only starts the programs that I do not have open at the time so I do not have multiple of the same program trying to run.
