How do i install a speech engine ?

it seems i dont have a speech engine.
so how do i get one installed ?

im using WIN 10. 64. pro
and i also own WIN 7. ultimate.

It should already be installed, but you may need to set it up:

Thanks  but i cant since theres no Speech Recognition. option under ease of access.
thats why i want to install it.
