Disable/enable built in web cam?

I have a "function key + F10" command that I can press to disable my web cam. The "Key Press" function in VA won't see the FN key. Anyone know how I might be able to use VA to disable/enable the web cam?

Function keys like that are hardware-specific and they are something that VA cannot access, unfortunately
