Controller Hotkey Not Working if Voice Attack Unfocused

I have a hotkey for a controller. It works if I have the Voice Attack app window selected. As soon as I select of focus on another window, the hotkey is not triggered. I have a keyboard hotkey for the same action and that works no matter what.

What gives?

When using an Xbox-style controller, make sure to use the "Gamepad Controller" device corresponding to said controller (normally this would be "Gamepad Controller 1", if you have one controller connected), to avoid this issue.
