That message should accompany the Windows Speech Recognition application, I.E. it does not prevent that application from starting/working.
Microsoft has not removed the components required for VoiceAttack to work (nor should it in the future; only the Windows Speech Recognition application is being removed, not the underlying speech recognition system).
"Voice Access" is not relevant to VoiceAttack; it is not used or required.
If you're only seeing that message, but not the Windows Speech Recognition interface (which would normally be the small Vista-style widget at the top of the screen), something isn't working correctly on your machine.
When you attempt to start VoiceAttack, are there any error messages?
Is there a VoiceAttackFault.txt file in VoiceAttack's installation directory?
