[v1.5.12.11] Numpad Enter becomes regular Enter when shortcuts are off

"{STATE_KEYSTATE:NUMENTER}" will return 1 when keyboard shortcuts are on, but when they are off it only returns 0;"{STATE_KEYSTATE:ENTER}" returns 1 instead. I did a few random checks("DEL"/"NUM.", "NUM7"/"HOME"), but those work as expected.

This was in the previous beta as well.

I think it's sorted out now.  I put a build out in, 'unofficial' if you want to try it.
