Can't select custom TTS voice

In Windows 10, there are 2 different places you can set the default TTS voice. First:

Control Panel > Ease of Access > Speech Recognition > Advanced Speech Options > Text To Speech

Here the custom voice I want shows up. I can click "Apply" and it saves the setting. But the voice Windows actually uses is here:

Settings > Time & Language > Speech

The problem is the custom voices don't show up here, just the default Microsoft ones. These are also the only voices shown in the Voice Attack settings:

Is there a way to use my custom TTS voices?

VoiceAttack uses SAPI voices; The voices you don't see in the dropdown are Windows 10 Mobile voices.

This list can be useful in telling the difference, for default voices.

They are SAPI voices. For some reason, after I gave up trying to get it to work, it just started working. Now I can use all the Amazon Polly voices  :)
