Red Dead Redemption 2 issue

Hi just trying to speed up the menu options and wondering what would be the underlying issue with rdr2 not accepting similar keystrokes.
Ex.
Press L key and hold for 0.1 seconds and release
Press Up key and hold for 0.3 seconds and release
Press Up key and hold for 0.3 seconds and release
Press Up key and hold for 0.3 seconds and release
Press Enter key and hold for 0.3 seconds and release
Press Up key and hold for 0.3 seconds and release.......up to here works fine but when it gets here it skips this key and goes to the next enter. I have tried numerous options, Time, pause, mouse block. Nothing helping.

I seem to have fixed it, it needs quite a lengthy pause, I'll keep reducing it until it fails.
