Joystick recognition only works with VA in focus

Recently I've been doing some emulation with Project 64, and I wanted to create some gamepad hotkeys that would perform save and load state operations. So I set up my XBOX One controller to work with VA and set up commands that save and load the state (press F5 and F7) via the "Y" and "B" buttons (respectively). However I can only get VA to recognize the button triggers when VA is in focus. When Project 64 is in focus pressing the "Y" or "B" buttons has no result. I also tried this with Notepad in focus and still nothing happens.

Is there something obvious I'm missing here? I would think that executing commands via gamepad without VA in focus shouldn't be an issue. Thoughts?
